MOSCOW, November 15 (RIA Novosti) - Russia will offer a new package of proposals on military-technical cooperation to countries in the Middle East at a major air show in the region, Russia's state arms exporter Rosoboronexport said.

The Dubai Air Show is running on November 15-19 in the United Arab Emirates (UAE). Over 900 companies from about 50 countries, including 24 Russian firms, take part in the event.

"During the Dubai Air Show 2009 Rosoboronexport will discuss with partners new Russian proposals aimed at strengthening defense capabilities of a number of countries in the Persian Gulf and the Arabian Peninsula," said Mikhail Zavaliy, the head of the Rosoboronexport delegation at the show.

Zavaliy said Russia would showcase a wide range of combat aircraft, air defense systems and other advanced weaponry at the exhibition.

"The Middle East countries are showing significant interest in the new Russian combat aircraft , including Su-35 Flanker-E, Su-30MK2 Flanker-C, MiG-35 Fulcrum-F multirole fighters, MiG-35, and MiG-29SMT Fulcrum multirole fighters, Yak-130 combat trainer, and various models of Mi and Ka helicopters," the official said.

He added that Russia would prioritize contracts with traditional Middle East partners such as the UAE, Jordan, Kuwait, Syria, Iran, Algeria, Libya and Egypt, but would also seek new customers in the region.

Rosoboronexport is planning to sell about $6.5 billion worth of military hardware in 2009, including $2.6 billion worth of combat aircraft.

The company's current defense order portfolio is estimated at $27 billion.

Lockheed Martin Flies Optimized Conventional F-35

FORT WORTH, Texas, November 16th, 2009 - Lockheed Martin's [NYSE: LMT] first optimized conventional takeoff and landing (CTOL) F-35 Lightning II fighter made its inaugural flight on Saturday, Nov. 14, the fourth F-35 to begin flight operations.

Piloted by Lockheed Martin test pilot David "Doc" Nelson, the F-35A, called AF-1, left Lockheed Martin's Fort Worth plant and flew to 20,000 feet and Mach 0.6. Nelson raised and lowered the landing gear, performed 360-degree rolls and lifted the nose to 20 degrees angle of attack during an 89-minute flight. AF-1 was built on the same production line as the 31 Low Rate Initial Production aircraft now in assembly. The aircraft incorporates many evolutionary improvements and updates derived from the test program of AA-1, the first F-35. AF-1 joins two F-35B short takeoff/vertical landing variants currently in flight test.

"The initial flight of the first optimized CTOL aircraft represents a significant achievement for the program and sets the stage for what's promising to be a successful flight test program," said Maj. Gen. C.D. Moore, deputy program executive officer for the Joint Strike Fighter Program Office."We are excited to see AF-1 taking flight, as it portends a bright CTOL future for the USAF and the partner nations. The hard work on the production line and the flight line has paid off, and the workers deserve a hearty congratulations."

Doug Pearson, Lockheed Martin vice president for F-35 test and verification, said, "AF-1 is one of the most important aircraft in our test fleet because knowledge gained from its use expanding the flight envelope will benefit the other two variants, and every F-35 ever built. AF-1 is also the first F-35 to roll off our moving assembly line, having achieved the maximum production speed of 50 inches per hour during a trial high-speed assembly sequence. The moving assembly line, designed to improve production quality and speed, is the first ever for a modern fighter."

The F-35 Lightning II is a 5th generation fighter, combining advanced stealth with fighter speed and agility, fully-fused sensor information, network-enabled operations, and lower operational and support costs. Lockheed Martin is developing the F-35 with its principal industrial partners, Northrop Grumman and BAE Systems. Two separate, interchangeable F-35 engines are under development: the Pratt & Whitney F135 and the GE Rolls-Royce Fighter Engine Team F136.

First flight for Thai Saab 340 AEW

The Saab 340 Erieye AEW flight took two hours and 14 minutes and was executed by Magnus Fredriksson and Åke Wargh from Saab.

"The flight went as expected and we tested all the basic aircraft systems. We now look forward to continuing the tests in order to then be able to deliver the aircraft to Thailand," says Magnus Fredriksson.

A complete aircraft and command and control system

In 2008, Thailand ordered a complete aircraft and command and control system from the Swedish Defence Materiel Administration (FMV) in a Government to Government deal. The order includes six Gripen C/D with associated equipment and service, a Saab 340 AEW equipped with Erieye radar and data links, one Saab 340 aircraft for transport and training plus a command and control system with data links.

During November and in the spring further flights will be realized, interoperability trials will be carried out along with the other elements of the Thailand order.

Lockheed Martin Delivers First Set Of U.S. Customs & Border Protection P-3 Orion New Production Wings

MARIETTA, Ga., November 18th, 2009 -- Lockheed Martin [NYSE: LMT] and U.S. Customs & Border Protection (CBP) officials marked the delivery of the first CBP set of new production P-3 Orion wings from the company's Marietta, Ga., production facility today.

The new production wings are the cornerstone of the Aircraft Service Life Extension Program (ASLEP) which provides an industry-unique solution in keeping the world's P-3 fleets operational. P-3 operators selecting ASLEP will benefit from an additional 15,000+ flight hours per updated aircraft, extending the P-3's service life 20-25 years.

"Lockheed Martin is extremely proud of its strong partnership with our Customs & Border Protection customer," said Ray Burick, Lockheed Martin P-3/S-3 Programs vice president. "The CBP P-3 mission is truly unique, and vital to our nation's homeland security initiatives. We are honored to play a role in supporting CBP."

Under ASLEP, P-3 outer wings, center wing lower surface assembly, horizontal stabilizer, wing and horizontal stabilizer leading edges and various filet fairings are replaced. All necessary fatigue-life limiting structures are replaced, and new alloys are employed that provide a fivefold increase in corrosion resistance. ASLEP removes all current airframe flight restrictions on the P-3.

In April 2008, CBP contracted with Lockheed Martin under the P-3 Aircraft Service Life Extension Program (ASLEP), ordering up to 14 all-new production wing life extension kits. To-date, CBP has placed firm orders for six life extension kits. Other ASLEP customers to date include Canada and Taiwan. The U.S. Navy has contracted with Lockheed Martin for 13 sets of P-3 outer wings.

AMBERLEY, Queensland, Nov. 19, 2009 - Boeing [NYSE: BA] and the Royal Australian Air Force (RAAF) on Nov. 18 commissioned a C-17 Globemaster III Aircrew Training System (ATS) at RAAF Base Amberley.

The C-17 ATS, provided through a U.S. Air Force Foreign Military Sales contract, was delivered for assembly and testing to Amberley in late April, making Australia the first C-17 ATS customer outside the United States.

"The commissioning of the C-17 ATS is pivotal to the continued training of a new generation of qualified C-17 airlifter crews," said Group Capt. Andrew Doyle, director of the Australian C-17 Heavy Air Lift Acquisition Project for the RAAF. "We appreciate the team effort put forth by the U.S. Air Force, Boeing and its subcontractors, and various agencies within the Australian Department of Defence in delivering this great capability."

Continuation training for current RAAF C-17 pilots and loadmasters will begin on Jan. 11, followed on Feb. 1 by the first intake of new RAAF pilot students seeking initial qualification. Boeing Defence Australia will provide instructors for these courses, as well as scheduling and logistics support. Subcontractor Thales Australia will perform future maintenance on the training devices.

"The RAAF is a significant international customer for Boeing, and we look forward to helping prepare RAAF aircrews for highly demanding operations around the world through the C-17 training program," said Mark McGraw, Boeing vice president for Training Systems and Services.

The C-17 ATS consists of a Weapons Systems Trainer (WST), a Loadmaster Station, a Learning Center and various support systems. The WST is a realistic, full-motion simulator used for pilot training. The Loadmaster Station is used by students to practice preflight operations, operation of aircraft systems, and emergency procedures.

The Australian C-17 ATS is the 12th Boeing-developed, -operated and -supported ATS site. A total of 11 sites are currently active in the United States, providing training to the U.S. Air Force and customers in the United Kingdom and Canada.

"Providing this training from the C-17 ATS' first site outside the United States continues the growth of Boeing Defence Australia's in-country training capability while enabling the RAAF to enhance its skills at one of its own facilities," said Nigel Page, C-17 ATS site lead for Boeing Defence Australia.

Each year, the C-17 ATS provides initial instruction to more than 1,500 new pilot, co-pilot and loadmaster students and follow-up training to more than 8,000 students of customers from the United States, United Kingdom, Australia and Canada.

Boeing's full range of training solutions includes mission planning systems; aircrew and maintenance training devices; training centers; and training services including instructors, courseware and logistics support.

Russian strategic bombers perform Arctic patrol mission

MOSCOW, November 20 (RIA Novosti) - Two Russian Tu-95 MS Bear strategic bombers have accomplished a routine patrol mission over neutral waters of the Arctic and Pacific oceans and the Aleutian Islands, an Air Force spokesman said on Friday.

"The air patrol mission took place on November 18-19, 2009. Two turboprop Tu-95 MS bombers took off from a Russian Air Force base in eastern Russia, and the route of their flight passed from the neutral waters of the Arctic Ocean to the Aleutian Islands in the [north] Pacific Ocean," Lt. Col. Vladimir Drik said.

He said the bombers spent around 16 hours in the air, and were accompanied by two NATO F-22 fighters from an airbase in Alaska.

Russia resumed strategic bomber patrol flights over the Pacific, Atlantic, and Arctic oceans in August 2007, following an order from then-president Vladimir Putin.

All flights by Russian aircraft are performed in strict compliance with international law on the use of airspace over neutral waters, without intruding in the airspace of other states, Drik said.

MARIETTA, Ga., November 20th, 2009 -- Demonstrating the increase in the C-130J build and delivery rate, Lockheed Martin [NYSE: LMT] simultaneously delivered two C-130Js on Nov. 19 to two different customers – a C-130J to the U.S. Air Forces in Europe and a KC-130J to the U.S. Marine Corps.

The USAFE C-130J was accepted by Brig. Gen. Mark C. “Marshal” Dillon, commander of the 86th Airlift Wing, Ramstein Air Base, and commander, Kaiserslautern Military Community, Germany. The KC-130J Tanker was accepted by a Marine Corps flight crew and will be based at VMGR-152, Marine Corps Air Station Futenma, Okinawa, Japan.

"Adding another C-130J is not a linear addition; it's geometric in terms of the capability of the airplane," Dillon said. "One plus one doesn't always equal two, sometimes it equals three or four because of the great capability of the C-130J. After spending the last two weeks at Little Rock Air Force Base and seeing the tremendous capability of the C-130J, it's just going to add capability to Ramstein, Europe and that part of the world – which our country needs and our European partners need."

"Delivery of two aircraft to two customers in one day is a clear indication of the accelerating pace of the C-130J program," said Ross Reynolds, Lockheed Martin vice-president, C-130 programs. "The worldwide demand for this proven airlifter continues to grow and we are steadily increasing production to meet the demand."

The Ramstein delivery represents the eighth C-130J for the base, which will receive 10 C-130Js by the end of 2009. Four more will be delivered in 2010. The KC-130J is the 36th of 46 aircraft on order to be delivered to the USMC.

El gobierno de Australia aprobó la compra de 14 modernos aviones de caza F-35 Joint Strike Fighter, comunicó el ministro australiano de defensa, John Faulkner.

Según el contrato de 2.900 millones de dólares, firmado con la productora norteamericana de aviación militar Lockheed Martin, los primeros aviones de caza estarán preparados para el uso militar en el continente australiano hacia 2018.

Faulkner declaró que Australia estudia la compra de 72 a 100 cazas F-35, destinados a sustituir los aviones F/A-18F Super Hornet.

"La adquisición de los F-35 permitirá a Australia conservar la dominancia regional en la aviación militar", resaltó el jefe de la Fuerza Aérea de Australia, Mark Binskin.

Australia es uno de los ocho países, que participan en la financiación del proyecto para crear y producir los F-35 en EEUU. Otros socios de EEUU son Gran Bretaña, Italia, Países Bajos, Turquía, Canadá, Dinamarca y Noruega.

Hace dos días un alto funcionario de Pentágono informó a ciertos países participantes en el proyecto, que el aplazamiento de la adquisición planeada de los cazas subirá su precio inicial.

Washington resaltó también su disposición a guardar en secreto el código del F-35, lo que limitará las posibilidades de los países inversores a realizar manutención técnica y modernización de los aviones sin la participación de EEUU.

El programa F-35 Joint Strike Fighter fue iniciada a finales de 1996. El coste total del programa F-35, incluyendo el precio de elaboración y producción en serie de los cazas, será 276.000 millones de dólares. La empresa planea producir al menos 3.100 cazas hasta 2027, de ellos 2.400 se destinarán a EEUU y 138 a Gran Bretaña, lo que permitirá al F-35 ser el avión de quinta generación más difundido en el mundo.
