Bundeswehr Plan Reveals Fund Shortfalls On Horizon

The latest Bundeswehr Plan for 2008, unveiled April 11 by German military head Gen. Wolfgang Schneiderhan, reveals funding problems ahead if the armed forces and the government can’t agree how much money the military needs.
It is this forthrightness that sets this five-year plan apart from its predecessors.
“There are 2.6 billion euros [$3.6 billion] additionally required for the immediate operational demand,” Schneiderhan says in the document, revealing that the military needs even more than the additional 2 billion euros demanded by experts and lawmakers.
“In nearly every operational sector, the demands cannot be met,” and “there is no more financial and operational scope for transformational short-term reactions concerning development and procurement,” the plan says.
Defense News has seen a copy of the document.
Which projects could be affected remains unclear. Smaller projects, such as the procurement of the Artillery Gun Module howitzer and the Directional Infrared Counter Measures for the A400M transport aircraft, have already been scuttled.
So while Bundeswehr officials have consistently reduced procurement spending, they have adjusted neither spending policy nor the amount of planned equipment.
This development isn’t new. Through 2007, the German military spent some 4.5 billion euros less than was called for in the five-year plan put out in 2002, a budget expert here said.
The new plan calls for spending 29 billion euros in 2008, going up 400 million euros in each of the next five years, and hitting 30.6 billion in 2012.
“The Bundeswehr is already suffering from insufficient funding, which leads to deficits in its operational capabilities,” the budget expert said. “This problem will not get better by itself. There are a lot of current and future cost-intensive projects, such as the A400M transport aircraft or the F-125 frigate, which will burden the defense budget for many years to come.
“I think we need to increase the national defense budget by 1 billion euros per year until 2012 at least. Otherwise, the Bundeswehr, as it is right now, cannot be financed,” he said.
This could prove politically delicate, as Germany is holding general elections in 2009. Realistic planning can only proceed until then, with the budget for 2010 and onward being drafted by the incoming government.
Another possibility would be to separate the financing of out-of-area operations, such as in Afghanistan or off the Lebanese coast, from the defense budget.
“Reliable funding of the Bundeswehr isn’t possible without the separation of these out-of-area operations from the defense budget,” said Elke Hoff, a member of the parliament’s defense committee. “This is one measure among others that needs to be taken in order to avert the financial trouble the Bundeswehr is heading towards now.”

Pues si, los gringos tienen un montón de bases ocupadas/alquilados en la zona occidental de Alemania y los alemanes tienen alquilada la base de Holoman (Nuevo Mexico) junto con una cincuentena de entrenadores Talon y otra en El Paso, donde está la escuela de cohetes de la Luftwaffe.
