01:43 10/10/2009 Nueva Delhi, octubre 9 (RIA Novosti) - India será discutir la modernización de la fabricación rusa Su-30MKI aviones en servicio en sus fuerzas aéreas militares durante una próxima reunión de cooperación técnica en Moscú, el Ministerio de Defensa del país, dijo el viernes.

La Fuerza Aérea de la India en la actualidad cuenta con 105 Su-30MKIs desplegados principalmente en las bases aéreas cerca de la frontera china.

"La aeronave, contratada en 1996, se deben a una revisión en breve y Rusia ha ofrecido una actualización de la aeronave con la incorporación de las tecnologías más recientes durante la revisión en profundidad", dijo el ministerio en un comunicado.

La IAF originalmente pidió 50 aviones Su-30MKI de Rusia en 1996 y un adicional de 40 aviones en 2007. Hindustani India Aeronáutica (HAL) también fue contratada para construir 140 aviones en la India entre 2003 y 2017 en virtud de un acuerdo de producción bajo licencia.

Indian Refueler Program May Be Rebid

NEW DELHI - India's purchase program for six midair refuelers may be rebid after questions arose regarding bid cost and competitiveness, Indian Defence Ministry sources said.

"The procurement proposal had been progressed in accordance with the Defence Procurement Procedure-2006 and thereafter referred to the Ministry of Finance, who has expressed certain reservations relating to the competitiveness of the bids and the reasonableness of the price," says a Dec. 14 Defence Ministry release, quoting the official reply of Defence Minister A. K. Antony to India's Parliament.

Though the release does not specify the program is facing serious problems, Defence Ministry sources said that because of objections from the Finance Ministry, the program will be quashed and rebid next year.

Four years ago, a request for proposal was sent to U.S.-based Lockheed Martin and Boeing, EADS and Ilyushin of Tashkent.

Lockheed Martin and Boeing did not respond to the tender, leaving only Ilyushin and EADS in the fray.

Ilyushin's bid was lower than that of EADS but the Air Force favored buying the A330 multirole tanker over the IL-78 of Ilyushin, which it had been using. The matter was referred to the Finance Ministry, which rejected the Air Force request, saying the lowest bidder should be the obvious choice.

India Submits Letter of Request for Potential Boeing C-17 Order

LONG BEACH, Calif. --- The Boeing Company announced today that the U.S. government has received a Letter of Request from India's Ministry of Defence (MOD) and the Indian Air Force regarding the potential acquisition of 10 C-17 Globemaster III advanced airlifters.

"Boeing is very pleased that the Indian government has expressed interest in acquiring the C-17 to modernize its airlift capabilities, and we look forward to working closely with them," said Vivek Lall, vice president and India country head, Boeing Defense, Space & Security. "We believe the C-17 can fulfill India's needs for military and humanitarian airlift to help it meet its growing domestic and international responsibilities."

The C-17 conducted demonstration flights in February at Aero India 2009 in Bangalore, where members of the MOD and Indian Air Force had the opportunity to see the aircraft's capabilities in action. The Indian Air Force wants to replace and augment its fleet of Russian-made AN-32 and IL-76 airlifters.

"Nations looking to modernize their airlift capabilities turn to the C-17 because it has the highest reliability and mission-capable rate of any airlift aircraft," added Tommy Dunehew, Boeing Global Mobility Systems vice president of Business Development. "It is available right now, without any development risk. Plus, the C-17 is an acquisition success story, with deliveries on or ahead of schedule for the past decade."

A tactical and strategic airlifter, only the C-17 can carry large combat equipment and troops or humanitarian aid across international distances and deliver them directly to small austere airfields anywhere in the world. It can land combat-ready troops on semi-prepared runways or airdrop them directly into the fight. The C-17's ability to back up allows it to operate on narrow taxiways and congested ramps. With a payload of up to 170,000 pounds, the C-17 can take off and land in 3,000 feet or less.

There are currently 212 C-17s in service worldwide, including 19 with international customers. The U.S. Air Force, including active Guard and Reserve units, has 193. Other customers include the United Kingdom (which recently announced a contract for a seventh airlifter), Qatar, the Canadian Forces, the Royal Australian Air Force, and the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations. The United Arab Emirates (UAE) Air Force and Air Defence announced Jan. 6 that the UAE has signed a contract for the acquisition of six Boeing C-17s.

Curioso que haya un escándalo porque parecía una decisión lógica. Los aviones de pasajeros son más eficientes y baratos de usar que los de carga, y para hacer de avion nodriza, sólo necesitas una cisterna con el sistema de acople.

Quizás Rusia ofreció Il-78 a precios bajisimos (han construido unos cuantos con piezas fabricadas en tiempos de la URSS) pero creo que ya no quedan muchas, y la línea de producción se va a instalar de nuevo en Rusia en vez de Tashkent. El contrato con China ha sido congelado debido a los precios.

Interesante avión el Il-76, deberiamos abrir un tema.

Interesante sobretodo porque las Compañias que lo explotan permiten bastantes libertades con el reglamento de aviacion civil

Indian Ambassador Says That Eurofighter Dominates Fighter Race In India

According to India’s Ambassador Arif Shahid Khan, quoted by the Reuters news agency, Eurofighter Typhoon is leading the race to win the new fighter deal for the Indian Air Force ($10.4 billion contract for 126 aircraft).

The Ambassador stressed the top position held by Eurofighter Typhoon during a meeting last Friday with Italian Prime Minister Silvio Berlusconi in Rome.

Flight trials of the six aircraft competing for the tender are expected to be completed this April, then a decision will follow. Eurofighter Typhoon sits alongside Dassault’s Rafale, Saab’s Gripen, Boeing’s F/A-18 Super Hornet, Lockheed Martin’s F-16 and Russia’s MiG-35 in the competition.

Ambassador Khan remarked that Germany’s President Horst Köhler will visit India in early February as will Silvio Berlusconi later this year.

For India, the Eurofighter Typhoon offers a broad spectrum of operational advantages, such as excellent adaptability to severe weather conditions, high mission effectiveness and survivability in threat situations as well as considerable in country economic benefits.

Deberías, lo cual no quiere decir que el concurso esté resuelto, pero al menos no se han cometido los errores de las dos últimas visitas a Japón, la última hace escasos tres meses. Ahora sí se ha presentado la documentación pertinente acerca de elementos indispensables para el cliente, a saber TVC, AESA y CFTs.

Que hace tres meses no se tomase esa postura y ahora sí, me resulta ilógico. Cierto que los niveles de desarrollo avanzan cada mes, pero no es menos cierto que en noviembre pasado el avión ya tenía un enorme grado de madurez operativa demostrada. Y no es menos cierto que en noviembre ya se disponía prácticamente al completo de la documentación necesaria, de los patrones de simulación y de las proyecciones operativas.

Si cuando el Tifón empezó a llegar a las Unidades de Conversión Operacional me quejaba de que EADS vendía entonces un desarrollo de los sistemas que aún se encontraba excesivamente inmaduro operativamente hablando (por ahí andarán mis mensajes), ahora me encuentro con una situación absolutamente inversa. Algo ilógico de todo punto. Se ha trabajado y mucho, muchísimo, y es irracional que los avances conseguidos no se den a conocer, máxime cuando dichos avances han dejado por detrás a muchos de sus competidores directos.

Este año habrá muchas sorpresas. El EJ200 TVC alzará el vuelo, de momento uno de ellos siguiendo el procedimiento que ya utilizamos anteriormente cuando se produjeron las actualizaciones de varios elementos y la DECMU del motor convencional. Con suerte el CAESAR volverá a volar, y los CFTs....., ya veremos, ....., lo que digan la rubia y los indios de la India, de momento cabalgamos, que no es poco.
